First Aid and Resuscitation Training

Summary

The tender concerns on-demand first-aid and resuscitation training for the Pohjois-Pohjanmaa wellbeing services county in six areas: Koillismaa, Oulu, southern Oulu, Lakeus, Rannikko and Oulunkaari. The in-person courses comprise 16-hour first-aid training, an 8-hour advanced first-aid course and emergency first-aid courses, a 4-hour emergency first-aid course, and 2-hour basic and advanced resuscitation courses. Topics include recognising life-threatening situations, first aid and defibrillator use; advanced resuscitation also covers teamwork and technical resuscitation skills. Some course content must be adaptable to participants’ needs. First-aid and basic resuscitation groups must have 8–20 participants, and advanced resuscitation groups 5–10. Course content and instructors must meet the applicable workplace first-aid preparedness requirements. Volumes are not known in advance, the contracting authority has no minimum purchase obligation, and the provider receives no exclusive right; services will be ordered as needed. The contract runs from 1 February 2027 to 31 January 2028, with two optional extension years, up to 31 January 2030. The tender submission deadline is 2 November 2026.
