Procurement of a regional energy generation system for Kokonniemi Sports Centre

Summary

The procurement covers the construction of a regional energy generation and distribution solution for the Kokonniemi Sports Centre in Porvoo, together with the supply of heating and cooling throughout the contract period. The service provider will design, finance, build, own and operate the energy generation system and a local low-temperature network. The system must meet the area's full heating and cooling energy demand and supply the sports facilities under the proposed service and energy charges. The objectives include a high share of renewable and locally generated energy, using waste heat from ice-rink cooling, securing energy supply as the facilities are completed in stages, and keeping lifecycle costs predictable and competitive. The core solution must serve the ice rink due for completion in 2028, the foyer and multipurpose arena due for completion in 2030, and the existing heated artificial turf field, whose heating is scheduled to begin in autumn 2028. As an option, the contracting authority may add a new heated artificial turf field of approximately 9,000 m² in the southern part of the area and an approximately 400 m² service building. The provider must account for these facilities when preparing its offer and sizing the system, and be prepared to meet the preliminary schedule: the service building is planned to be completed in 2028 and the field to enter use at the start of the 2029 playing season.
