Heat production service for Liikelaitos Marttinen
Summary
The procurement seeks a service provider to produce heat at the wood-chip-fired heating plant owned by Liikelaitos Marttinen and deliver it through the district-heating network to eight buildings. The estimated annual energy demand is approximately 1,400 MWh. The selected provider must start on 1 January 2027. The initial contract period is two years, with an option for the contracting authority to extend it by a further two years. The provider must procure and deliver fuel, operate and monitor the plant, maintain it in accordance with the maintenance programme, remove the ash and provide round-the-clock on-call cover. For alarms requiring an on-site response, staff must be able to reach the plant within one hour; an on-site inspection visit is required at least every 80 hours. The fuel must be compliant clean wood chips, with moisture content of 20–50% and a quality class of at least E3/K2/P3. The provider must appoint a qualified lead operator and deputy and maintain effective backup staffing arrangements. Bidders must meet the turnover, liability-insurance, resource and experience requirements and submit an ESPD, the completed tender form and a free-form explanation of their staffing arrangements. One reference contract from the preceding three years is required for operating a remotely controlled 500 kW wood-chip boiler and its automation. The compliant tender with the lowest price excluding VAT will win. The submission deadline is 2 November 2026 at 10:00.
