Heat production as a service

Summary

The procurement is for producing and supplying heat from the wood-chip heating plant owned by Liikelaitos Marttinen and the City of Virrat at Herrasentie 16, Virrat. The plant supplies eight properties, with a current estimated annual energy demand of approximately 1,400 MWh. The service includes operating and maintaining the plant, procuring and delivering fuel, removing ash, and providing 24/7 on-call cover. An operator must be able to reach the plant within one hour when required, and the plant must be inspected at least every 80 hours. The fuel must be clean wood chips meeting the specified quality requirements. The service is scheduled to start on 1 January 2027. The contract runs for two years, with an option for the contracting authority to extend it by a further two years. Tenders must be submitted through Hilma by 10:00 on 29 October 2026; partial and alternative tenders are not allowed. The compliant tender with the lowest price per MWh excluding VAT will be selected. Bidders must, among other things, demonstrate annual turnover of at least EUR 400,000 and liability insurance of at least EUR 500,000, and provide the required reference for operating a remotely controlled 500 kW wood-chip heating plant.
