Global Employer of Record (EoR) Services

Summary

The procurement concerns a framework agreement for global Employer of Record (EoR) services. Providers will act as the legal employer of locally recruited personnel in countries where HAUS lacks the necessary legal and HR infrastructure. The services include compliant employment, employment contracts, payroll and salary payments, statutory tax and social-security administration, benefits and mandatory insurance, onboarding and offboarding, HR support, compliance monitoring and reporting, immigration support where needed, and agreed work-equipment provision or management. The initial term is 24 months, with two optional 12-month extensions, for a maximum duration of 48 months. Up to three providers will be selected, and later assignments will be awarded through mini-competitions between framework providers. The maximum estimated framework value is EUR 8,000,000 excluding VAT, with no guaranteed minimum volume. Tenders are due by 28 September 2026 at 09:00 UTC.
