Purchase of two new light vans for the environmental and cemetery services

Summary

The contract is for the purchase of two new light vans with a gross vehicle weight below 3,500 kg for Vigo’s environmental and cemetery services, to transport municipal staff, materials and work equipment. The total estimated budget is €75,294.52 including 21% VAT; the estimated value excluding VAT is €62,226.88. Delivery is required within two months. The vans must be new and not previously registered, and must meet minimum requirements including a diesel engine, environmental class C, power of at least 100 kW, range of at least 450 km, payload of at least 900 kg and combined fuel consumption of no more than 8 litres per 100 km. Each vehicle must have at least three seats, a cargo partition and five doors. The minimum safety rating is four Euro NCAP stars or an equivalent Gold category. Required equipment includes ABS, emergency braking assistance, driver and front passenger airbags, climate control, a fixed tow hitch and a roof rack. The main warranty must be at least three years, with anti-corrosion and paint warranties of at least six years. The bidder’s economic capacity is assessed by its highest annual turnover in the relevant field during the last three completed financial years; this must be at least 70% of the estimated contract value. The bidder must also demonstrate experience with similar supplies delivered in the last three years: in at least one year, their value must be at least 70% of the tender budget. Offers are evaluated on price (up to 80 points), an extension of the main warranty (up to 12 points) and a higher vehicle safety category (up to 8 points). The supplier must comply with labour and occupational safety requirements and arrange the separate collection and removal of packaging and other waste generated during contract performance.
