Supply of a closed-body van for live-animal transport
Summary
The procurement is for one new, closed-body L2 commercial van for the Rural Service of the Provincial Council of Ourense. The van must be adapted for collecting and transporting live animals, including abandoned animals, and for responding to emergencies in the O Carballiño area. It will address the only one of the authority’s four operating centres without an assigned vehicle and support services across 86 municipalities. The contract is not divided into lots. The vehicle must be new, registered, legally adapted for its intended use and compliant with live-animal transport requirements. Among the required features are blue RAL 5003 paint or an equivalent factory colour with official markings, a diesel engine of at least 74 kW or a petrol engine of at least 81 kW, and combined WLTP CO2 emissions of no more than 170 g/km. The cargo area must be washable and disinfectable, with a non-slip floor, drains, animal-cage restraints and compliant ventilation. A driver-identification device and GPS compatible with the authority’s fleet-management software must be installed. The estimated contract value is €29,173.55 excluding VAT; the budget ceiling is €35,300 including VAT. Delivery is due within 210 days of contract signature. A warranty of at least three years and at least two hours of user and maintenance training are mandatory. Offers will be scored for price (up to 65 points), reduced delivery time (up to 3 points), extended warranty (up to 4 points) and lower CO2 emissions (up to 28 points). Bidders must demonstrate the required financial and technical capacity and provide the vehicle’s technical description, cargo-area equipment and dimensions, proposed delivery time and warranty, emissions data, and details of after-sales service in Ourense province. Offers must be submitted electronically by the deadline stated in the contract notice.
