Vehicle rental for the Navalcarnero Local Police

Summary

The tender concerns a 48-month operating lease of three vehicles for the Navalcarnero Local Police: one 4x4 SUV and two 4x2 B-SUVs of the same make and model. The vehicles must be adapted for police work and supplied with white bodywork, compliant police livery, emergency lights, a siren and the specified equipment. Type A must be a petrol hybrid or plug-in hybrid, with at least 165 kW (235 hp) and an automatic transmission; the type B vehicles must also have at least 165 kW (235 hp) and an automatic transmission. Both types require, among other features, emergency braking assistance, lane-keeping assistance and speed-limit recognition; type A must have four-wheel drive. The price includes maintenance and repairs, replacement of parts and tyres worn through normal use, 24-hour roadside assistance, comprehensive insurance, registration and circulation taxes, and a replacement vehicle when repairs take at least three working days. The annual mileage limit is 20,000 km for the type A vehicle and 35,000 km for each type B vehicle; at contract end, mileage above or below the limit is charged or credited at €0.02 per kilometre. At the end of the lease, the municipality may purchase the vehicles at the residual value stated in the offer. Bids are evaluated on price and improvements. Price is worth up to 50 points and improvements up to 50 points, covering matters such as engine power, hybrid drive, safety, emissions standards and delivery time. The baseline delivery limit is 90 calendar days from contract signature, with points awarded for shorter delivery periods. The vehicles must not be delivered before 24 November 2026. Bidders must meet the economic and technical standing requirements and account for a final guarantee of 5% of the awarded amount excluding VAT.
