Equipment for Écija's municipal video-surveillance and automatic number-plate recognition access-control system

Summary

The Municipality of Écija is procuring equipment for one integrated, interoperable video-surveillance and access-control system: 7 4 MP IP cameras with automatic number-plate recognition (ANPR/LPR), 18 4 MP outdoor IP cameras, 25 industrial 4G routers, 25 fully equipped and preassembled field cabinets, and one NVR/VMS video server with four 8 TB drives. The system will serve 25 remote locations and must allow video viewing, recording, searching and export through a central platform. The supplier must ensure that the equipment works together, include all necessary accessories, mounting components and licences, and preassemble, internally wire and label the cabinets, perform basic configuration and workshop checks, and support acceptance testing. Technical documentation, configuration backups, secure communications and an end-to-end camera-to-server integration test are also required. Civil works, poles, external cable ducts, electrical connections, SIM cards and telecom charges, physical installation on public streets and maintenance of unrelated infrastructure are outside the contract. Delivery is due within one month after contract signature, at a location designated by the contracting authority. The contract is not divided into lots. The estimated value is €59,536.06 excluding VAT, and the maximum budget is €72,038.63 including 21% VAT. Automatic award criteria are price, worth up to 80 points, and an extension to the minimum three-year warranty, worth up to 20 points (one additional year earns 10 points; two earn 20). To participate, bidders must satisfy registration, financial and technical capacity requirements, submit the technical compliance schedule and official manufacturer data sheets, and document compliance with applicable national information-security requirements. The successful bidder must provide a final guarantee equal to 5% of the awarded price excluding VAT.
