Connecting fibre-optic infrastructure in the technical rooms of Barcelona ring-road tunnels

Summary

The tender covers the supply of telecommunications infrastructure, equipment and materials needed to connect the fibre-optic network, together with installation, connection, integration and commissioning in the technical rooms of the Pedralbes, Bon Pastor, La Maquinista, Nudo de la Trinidad, Palamós and Sant Gervasi tunnels on Barcelona’s ring roads. The works will connect these locations to the ring roads’ overall communications system and support the continuity and quality of tunnel control, monitoring and management systems. This is an open procedure. The budget ceiling is EUR 399,221.48 excluding VAT and EUR 483,057.99 including VAT. The contract runs for seven months from signature and is not planned to be extended. Bidders must demonstrate the required turnover and experience completing at least one comparable assignment in the last five years. The bid must include a technical memorandum of no more than 20 pages explaining the work methodology and schedule, team organisation, and management of tunnel operating and safety constraints. Technical quality is worth up to 40 points and automatically scored criteria up to 60 points: price up to 51 points, a completion-time reduction of up to 30 days worth up to 5 points, and an extension of the warranty from one year to a maximum of three years worth up to 4 points. A completion period shorter than six months is not accepted. No bid guarantee is required; the successful bidder must provide a final guarantee equal to 5% of the contract price excluding VAT. Technical contract documents must be delivered digitally. As the work takes place in tunnels that remain in service, bidders must address road safety and continuity of tunnel operations.
