Specialist support for victims of sexual violence and social emergency coordination

Summary

The contract covers two services in Gipuzkoa: managing Hariberri, a specialist centre providing comprehensive support to victims of sexual violence, and operating a social-emergency coordination service. The services include crisis support available 24 hours a day, every day of the year; information, initial assessment and referral; psychosocial, social-educational and legal guidance; accompaniment; and temporary accommodation where needed. Services will be delivered in Donostia and Arrasate, with a centre in Lazkao also planned; the social-emergency service’s main base is in Donostia. The initial contract term is one year, with a possible one-year extension. The annual budget is €1,759,166.45 excluding VAT, and the estimated total value including the extension is €3,518,332.90 excluding VAT. The tenderer must be registered in the Gipuzkoa Foral Register of Social Services or undertake to apply for registration, have annual turnover of at least €1,000,000 in at least one of the last three years, and have completed at least one comparable service worth €500,000 or more during the last three years. Delivery requires a qualified and trained team, the specified vehicles and other technical resources. The technical work programme carries up to 39 points, the building maintenance plan up to 8, improvements up to 2, price up to 39, and the coordinator’s specialist training up to 12. The work programme and improvement text may be up to 50 pages, and the maintenance plan up to 10 pages.
