Christmas Park for Children: Organisation and Activities

Summary

The Terrassa City Council is procuring a complete, free Christmas park for children and families at Plaça de Roc Blanc during the 2026 holiday season. The contractor will plan and run the park, provide and install the necessary infrastructure, and manage all activities. This includes a playful and educational programme, with daily activities for children aged 0–3; a Christmas-castle setting with a children’s train; lighting for at least 20 trees; an immersive light and sound installation beneath the pergola; at least five large Christmas decorations; and a wooden or equivalent pavilion for activities. The contractor must also provide a roaming character, technical maintenance, cleaning, access and queue management, and daily reports on attendance and incidents. The service must be safe and inclusive, with one music-free hour each day and priority access for visitors with disabilities or reduced mobility. The park will operate from 21 December 2026 to 4 January 2027, normally each day from 11:00 to 14:00 and from 17:00 to 20:00. It will be closed on 25 and 26 December and 1 January; on 24 and 31 December it will open only from 11:00 to 14:00. Installation is scheduled for 15–21 December, and dismantling must be completed before 15 January. The estimated budget is EUR 42,000 excluding VAT (EUR 50,820 including VAT); bids must not exceed the budget excluding VAT. Price is worth up to 80 points and service improvements up to 20 points. Up to 10 points are available for in-house technical support able to respond to a fault in under two hours, and up to 10 points for a monitor trained to work with people with diverse abilities and with at least one year of relevant experience. Tenderers must meet the turnover and recent similar-service experience requirements. Bids must be submitted electronically, with declarations and any required evidence provided in accordance with the tender documents.
