Administrative correspondence management for people without a fixed address at four social services centres

Summary

The contract covers the management of correspondence addressed to people registered without a fixed address at four social services centres in Barcelona: Gòtic, Cotxeres de Sants, Porta-Vilapicina–Torre Llobeta and Besòs. The work includes daily receipt, registration and sorting of post; secure storage; delivery to authorised recipients; returns; and secure destruction of expired documents. The contractor must also update databases and registers, assist service users, handle incidents, provide statistics and ensure immediate cover when the assigned staff member is absent. The service is expected to be delivered by one administrative assistant for approximately 14 months from 15 October 2026: 30 hours per week, totalling 297 working days or 1,782 hours. The employee must have experience in public-facing service and document management, basic computer skills and sensitivity to working with vulnerable people. The net tender budget is EUR 34,994.49 plus 21% VAT, making the total EUR 42,343.34. The contract is not divided into lots and includes neither a framework agreement nor a planned extension. Tenders will be scored using automatic criteria: price is worth up to 60 points, while officially certified additional language skills of the assigned employee are worth up to 40 points. Eligible languages are French, English, Arabic, Urdu and Chinese, at level B1 or equivalent or higher. Bidders must submit the required responsible declarations, a price offer and a commitment to provide the personnel and resources needed for the service. Separate proof of economic or technical/professional capacity is not required. The contractor must comply with employment, data-protection, confidentiality and information-security requirements and hold adequate civil-liability insurance.
