Employee time and attendance management system and portal

Summary

The procurement covers an integrated working-time and attendance management system, including an employee portal, for the Bajo Aragón regional authority. The contractor must supply, install and implement the system and maintain it throughout the contract. The SaaS solution must support management of working hours, shifts, leave, permissions and absences; different access levels for employees and managers; web and mobile access; reporting; and secure time-recording methods. It must accommodate approximately 93–150 employees across multiple workplaces, with servers located in the European Union. Full installation and configuration must be completed within two months, and users must receive at least 10 hours of training. The contract runs for 48 months, with a possible one-year extension. The tender budget is EUR 19,200 excluding VAT and EUR 23,232 including VAT; the estimated value is EUR 24,000. Offers are evaluated on price (60 points), technical enhancements (30 points) and implementation time (10 points). ENS Medium-level or higher certification and ISO 27001 are mandatory; no separate financial or technical capacity or previous-experience thresholds apply. Offers must be submitted electronically, and the procurement is not divided into lots.
