Design and construction supervision for the new mint headquarters in Vicálvaro

Summary

This is a two-stage, anonymous architectural design competition to select a project and design team for the new headquarters of Spain’s National Mint and Stamp Factory in Vicálvaro, Madrid. The jury will select up to five finalists from the first stage; finalists will develop their concepts in the second stage, and the winner will receive the services contract. The winner will prepare the basic and detailed design projects and provide works direction and execution supervision throughout the construction phases. Health and safety coordination is excluded. The services also cover permit and approval documentation, BIM models and a BIM execution plan, documentation demonstrating the application of LEED, WELL v2 and AIS criteria, and final construction records, system testing and commissioning. The new complex is planned as a high-security industrial facility including a smart factory and a highly critical data centre; the design must accommodate phased relocation while maintaining operations. The estimated value of the services is EUR 11,238,750 excluding VAT. The estimated total procurement value, including finalist prizes, is EUR 11,438,750 excluding VAT, and the estimated contract base budget is EUR 13,598,887.50 including 21% VAT. The design period is three months for the basic design and six months for the detailed design; works supervision continues for the duration of the construction works and includes final settlement. The contract is not divided into lots. Participation requires an anonymous architectural proposal in the required format and general administrative documents. Proposals must be submitted physically in sealed envelopes; electronic submission is not available. Tenderers need an architect to lead the team and must be able to provide a multidisciplinary team with the specified experience. A commitment to professional liability insurance of at least EUR 6 million is required; the winner must also provide a final guarantee equal to 5% of the awarded amount excluding VAT. The jury will assess, among other matters, architectural quality, functionality, security, energy efficiency and sustainability, and the feasibility of construction phasing.
