Mobile and fixed-line telephone services in Lisbon

Summary

The tender concerns the provision of mobile and fixed-line telephone services and equipment for RTVE’s correspondent office in Lisbon for two years. The maximum contract value is EUR 14,000 excluding taxes; bids above this amount will be rejected. The service must be fully available throughout the 24-month contract period. The provider must offer a Portuguese customer-support telephone number and a physical customer-service office in Lisbon, and deliver and install the equipment within less than three days after the contract is formalised. The minimum mobile-service requirements are three mobile lines with unlimited domestic calls and data, at least 30 GB of roaming data and 1,500 minutes of international calls. Four 5G SIM cards must also be supplied for live-transmission equipment, with unlimited domestic broadband and at least 30 GB of roaming data. Fixed-line service must include one Wi-Fi 7 router, a 1 Gbps fibre connection and one Smart 4K TV Box. Bids must be submitted through RTVE’s bidding portal or, for companies established outside Spain, to the email address specified in the notice. The submission must include a signed commercial proposal with company and representative details, the price excluding taxes and responses to the technical assessment items. Price carries 80 points and technical features 20 points. The technical scoring awards up to 5 points each for an additional router, an additional TV Box, more than 1,500 international-call minutes, and mobile lines with more than 30 GB of roaming data. The procedure has two phases, and selected companies may improve their price offer in the second phase. Bidders must confirm that no exclusion grounds apply and that their tax and social-security obligations are up to date.
