Dog DNA register and DNA testing in Alcalá de Henares

Summary

The contract covers preparing, updating and maintaining the municipal dog DNA register in Alcalá de Henares, as well as analysing DNA from dog faeces collected in public places and, where required, oral tissue samples to identify the animal and its owner. The contractor will coordinate sample collection at veterinary clinics or mobile points, label, preserve and transport samples, perform DNA genotyping, report results, and manage the register and its cloud-based software. The contractor must also run an annual public-awareness campaign worth at least EUR 8,000. At least 15 sample-collection locations must be available in Alcalá de Henares, with morning, afternoon and Saturday hours; samples must be taken by a registered veterinarian. Registration and processing following a dog’s sample collection must be completed within 30 days. Inspection visits to collect faecal samples must take place at least every 15 calendar days, and analysis results must be issued within 20 working days after samples are sent to the laboratory. DNA profiles for the register must use at least 21 STR markers; at least 12 markers must be used for positive identification from samples collected in the street. The database must remain up to date and accessible to the municipality throughout the contract. The initial contract term is one year, with up to three one-year extensions. The annual maximum budget is EUR 45,000 including VAT; the estimated total value, including fees paid by residents, is EUR 428,376.32. Maximum unit prices excluding VAT are EUR 43.69 for genotyping a dog’s saliva sample and registering the dog, and EUR 33.42 for extracting and analysing a DNA sample commissioned by the municipality. Bidders must offer one uniform discount percentage for both unit prices. The monthly register and software fee of EUR 220 and the required annual campaign budget of EUR 8,000 are fixed and not subject to discount. The municipality pays only for ordered and accepted work and is not required to spend the full budget. Bids are scored out of 100 points: price carries up to 51 points, and service improvements up to 49 points. Additional points are available for free genotyping of dogs leaving animal-protection centres for adoption or foster care (up to 29 points, depending on the annual quantity offered), undertaking to analyse and register all animals involved in abandoned litters or related administrative proceedings at no extra cost (10 points), and adding to the annual campaign budget: an additional EUR 3,000 per year earns 5 points, and EUR 6,000 earns 10 points. Bidders must demonstrate the required financial and technical capacity and provide a qualified veterinarian, laboratory access, professional liability insurance and appropriate data protection.
