User Behaviour Analysis Tool

Summary

RTVE is seeking a user-behaviour analytics tool licence for its digital services, together with maintenance and support. The cloud-based solution must provide anonymous session recording and playback, heatmaps, session filtering and segmentation, surveys, user-journey and conversion-funnel analysis, and AI-generated summaries and recommendations. It must support at least 500,000 unique users and 50,000 fully or partly completed surveys per month, and work with different and dynamic web architectures. The contract runs for 24 months, with an option to extend it by up to 12 months. The base budget is €100,000 excluding VAT, or €121,000 including 21% VAT; the estimated total value, including the extension and a possible 15% modification, is €165,000. Bids must be submitted electronically in Spanish. Price accounts for 60 points and technical criteria assessed by expert judgment for 40 points; bidders must obtain at least 35% of the available technical-criteria points. The successful bidder must provide a 5% final performance guarantee and the required information-security evidence before contract signature. The solution must pass technical validation. Support must respond within 24 hours, and service review meetings must take place at least monthly.
