Technical assistance to prepare the Special Plan for Functional Area 17, Orriols

Summary

The contract is for technical and legal assistance to prepare the Special Plan for Functional Area 17, Orriols, in València, together with all supporting documents needed for its administrative processing and final approval. The work includes reviewing the area’s current detailed urban plan and preparing the plan’s strategic, urban-planning and implementation components, together with environmental and landscape documents. The contractor must also support public participation and public consultation, prepare responses to comments and objections, and provide assistance through final approval and registration. The planning aims include improving urban quality and public facilities, promoting sustainable mobility, strengthening links between neighbourhoods, protecting and enhancing cultural heritage and Orriols’ historic centre, and improving connections with the surrounding agricultural landscape. The contract is expected to last 14 months and is not divided into lots. Work is organised into preliminary, environmental and urban-planning phases, with intermediate deadlines ranging from 1 to 4 months. The estimated value is €144,403.41 excluding VAT, and the tender budget is €174,728.13 including VAT. Bids must be submitted electronically. Evaluation awards up to 40 points for the team’s experience, 15 for price and 45 for quality, covering the proposed team, methodology, and knowledge of Orriols and the proposed planning approach. To participate, the tenderer must provide a team with at least four specialists holding the required qualifications and experience, and demonstrate professional indemnity insurance of at least €300,000. The successful tenderer must also maintain the required civil-liability insurance during contract performance, with a limit of €600,000 per claim and per year and sublimits of €150,000 for employer’s and professional liability. No bid guarantee is required; a final guarantee of 5% of the offered price excluding VAT is required, with an additional 5% guarantee if the successful bid was initially considered abnormally low.
