Drink and food vending machines at the Salamanca Tax Agency office

Summary

The contract is a concession to install, operate and maintain vending machines for drinks and solid food at the Spanish Tax Agency’s Salamanca office at Calle Rector Lucena 12–18. At least one hot-drinks machine and one machine for cold drinks, water, juices and snacks must be provided. The service is intended for approximately 120 building employees and may also be made available to visitors. The contractor bears the costs of the machines, products, installation, maintenance and repairs; the Agency makes no payment for the service, and users purchase products at the offered prices. The contract runs for one year and may be extended by up to one further year. The bid must include product prices and a description of the machines, including their make, model and technical features. Prices are worth up to 85 points: up to 40 for hot drinks, 40 for cold drinks and water, and 5 for solid food. Up to 15 additional points are available for benefits: extra credit for users’ payment key fobs (5), the number of free hot-drink days (5), and ISO 22000 certification issued by an accredited body (5). At least two solid-food products must be gluten-free. Bidders must be registered in the food-business register, but are exempt from proving economic, financial and technical capacity. Bids must be submitted electronically, and bidders must declare that they are not prohibited from entering into public contracts.
