Fixed-line, mobile, fax and mobile data services

Summary

The Churriana de la Vega municipal council is procuring fixed-line and mobile telephony, fax and mobile data services for an initial two-year term, including maintenance of the required infrastructure, support and equipment. All fixed and mobile lines must include unlimited calls to fixed and mobile numbers on any operator’s network. Individual mobile data plans are required for 59 lines with 2 GB, 6 lines with 5 GB and 9 lines with 30 GB. The contractor must replace 52 desk phones and provide 19 high-end smartphones with at least 256 GB of internal storage; the documents give inconsistent figures for the split between the specified operating-system and model groups, so the precise allocation should be checked in the tender documents. Other requirements include a GSM-based telephone system at each municipal centre with changeable voice recordings, caller-number display for municipal fixed lines, unlimited data over ADSL or fibre at a minimum symmetrical speed of 100 Mbps, and fax service. Fixed and mobile handsets must be replaced immediately in the event of a fault or accidental damage. The procurement has no lots and price is the sole award criterion; the offer must be below EUR 32,450 excluding VAT. The initial contract term is two years, with extensions possible up to four years in total.
