Management and operation of the Los Enebrales rural service centre

Summary

The tender is for a 25-year concession to manage and operate the municipality-owned Los Enebrales rural service centre in Terriente. The concessionaire will run the bar and restaurant, grocery shop, and bakery and baked-goods service at its own risk and expense. The premises include a kitchen, shop area and an oven for baking frozen bakery products. The municipality will also make accommodation available to the concessionaire, who may not sublet it. Bidders must offer an annual concession fee of at least €3,000 plus VAT. The fee is worth up to 50 points. Additional points are available for committing to offer dinners by reservation, tapas and frozen products throughout the year, and to provide a parcel collection and delivery point and free customer Wi-Fi (up to 5 points for each commitment). Hospitality experience earns 5 points per completed year, up to 15 points. The operator must observe minimum opening hours and provide bar, breakfast, lunch and dinner services. The shop must stock everyday long-life food products and, during specified periods, dairy and delicatessen products. Breakfast and lunch menus must include at least three cold and three hot sandwich options; lunch and dinner menus must include at least three starters, three main courses and four desserts. Bread and bakery products must be freshly baked. The operator is also responsible for staffing, supplies, utilities, maintenance, hygiene requirements and insurance. Bidders must have at least one year of experience managing a commercial establishment of any kind. Offers must be submitted electronically within 26 calendar days from the day after publication of the contract notice and must include a provisional guarantee equal to 3% of the estimated contract budget excluding VAT. The selected bidder must, when requested, provide evidence that tax and social security obligations are up to date and provide a final guarantee of 5% of the award amount plus an additional guarantee of €12,000.
