Social needs assessment and home fire-prevention services in Zumarraga

Summary

The tender covers a service to assess social needs and prevent fires in residents’ homes in Zumarraga. It is intended for people over 80 who are registered as living alone at home, as well as users of home-help and/or telecare services. For newly covered homes, the contractor must conduct a psychosocial interview and individual assessment, prepare a social report, install smoke detectors suited to the home, and draw an evacuation sketch of the home and, if needed, the building and its surroundings. Each year in homes already receiving the service, the contractor must inspect the detectors and replace batteries when necessary, update the psychosocial assessment, and prepare an overall report consolidating the information from individual reports. Service documents must be provided in Basque and Spanish, in both paper and digital form. The contract runs for two years, with two possible one-year extensions. The maximum price per new home is EUR 130 excluding VAT (EUR 157.30 including VAT), and the maximum maintenance price is EUR 35 excluding VAT (EUR 42.35 including VAT). Offers are evaluated on price (up to 55 points) and the technical project (up to 45 points); an offer scoring 25 points or less for the technical project may be excluded. Bidders must demonstrate annual turnover of at least EUR 90,000 and experience with similar work worth at least EUR 10,500, and meet the fire-safety, social-worker qualification and language requirements.
