Concession to operate the bar-restaurant at Baigera I Retirement Home in Azpeitia

Summary

Azpeitia Municipality is granting a concession to operate the municipal bar-restaurant at Baigera I Retirement Home, Enparan kalea 6. The concessionaire will sell food and drinks, serve both pensioners and other customers, and manage day-to-day operations, cleaning and maintenance of the premises and equipment. Service is generally required from Monday to Sunday, at least from 09:30 to 21:00. In August, a 15-day holiday may be taken by agreement with the retirees’ association, but the Baigera I and Baigera II services may not both close at the same time. Food sold must include local products produced within 150 km of Azpeitia’s Plaza Nagusia, and customer service and public-facing information must be available in Basque. The bidder proposes an annual concession fee to the municipality. The minimum is €3,600 per year (€300 per month), exempt from VAT; a higher fee may be offered. The successful bidder must provide at least one head chef and two serving staff and submit the required health, food-hygiene and insurance evidence. Minimum public-liability insurance cover is €300,000. The offer must also address service hours and the arrangement of tables for pensioners. The municipality does not pay for the service: the operator earns revenue from customers and pays the concession fee to the municipality.
