Three-year software licence subscriptions and renewals for Esplugues de Llobregat Town Council

Summary

Esplugues de Llobregat Town Council is procuring three-year software subscriptions and renewals in four lots: Autodesk (Lot 1), Adobe (Lot 2), Lotus Domino (Lot 3) and Autoturn (Lot 4). The licences are to be renewed from February 2027; the planned contract start is 9 February 2027. Each contract lasts three years and has no ordinary extension option. Lots 1 and 4 include technical support, licence updates, and help with installation and configuration issues; Autodesk support additionally requires priority response within less than eight working hours. Adobe and HCL Domino subscriptions also include web support, updates and technical troubleshooting; HCL Domino also includes proactive support and incident management. The estimated total is EUR 226,305 excluding VAT, or EUR 273,829.05 including 21% VAT. The maximum lot budgets excluding VAT are EUR 97,665 for Autodesk, EUR 26,400 for Adobe, EUR 99,000 for Lotus Domino and EUR 3,240 for Autoturn. A bidder may tender for more than one lot but must offer every product and unit price within each lot selected. Subcontracting is not permitted. Price is the sole award criterion. The bid must include the required qualification and partnership evidence, a responsible declaration, and complete prices complying with the technical specifications. The software must be available at least in Spanish, and licences generally must be delivered and activated within 15 working days of contract signature. Contract commencement and expenditure are conditional on sufficient budget appropriations for 2027 and subsequent years.
