Supervision service for specialist teams working with children and families in Tarragones

Summary

The tender is for an external specialist to supervise professional teams in the Tarragonès Department of Social Welfare: the child and adolescent team (EAIA), the extended-family integration service (SIFE), socio-educational intervention services (SIS), and basic social services teams (EBSS). The work involves analysing cases and team practice and advising staff from systemic, clinical and family-therapy perspectives. It is intended to develop intervention approaches, address complex cases, strengthen teamwork and support staff wellbeing. The provider must submit quarterly reports on cases discussed and teams supervised; service delivery will be monitored at least quarterly. The service provides for up to 60 hours of supervision per year: normally 2 hours per month for EAIA and SIFE, 2 hours per month for SIS, and 20 hours per year for EBSS, other teams and exceptional needs. Supervision will generally not take place in August and December. The initial contract runs from 1 January 2027 to 31 December 2028, with a possible two-year extension for 2029–2030. Services will be delivered at the county council’s premises or another designated location; individual sessions may be held online by agreement. The maximum hourly rate, including travel, is €145 excluding VAT. The estimated two-year volume is 120 hours, with a base budget of €17,400 excluding VAT (€21,054 including VAT). The estimated total contract value, including the extension and possible modifications, is €41,760 excluding VAT. Price is worth up to 70 points, experience up to 25 points and further training up to 5 points. Bids exceeding the maximum hourly rate will be rejected. Bidders must provide the required insurance and qualification evidence and comply with data protection, confidentiality and occupational safety requirements. Subcontracting is not permitted, and the successful bidder must provide a final guarantee of 5% of the contract price excluding VAT.
