Cloud software subscriptions for managing the whistleblowing channel

Summary

The procurement covers subscriptions to cloud software for managing a whistleblowing channel for the Provincial Council of Álava and 14 public-sector entities in the region. It includes use of 15 software instances, together with support, maintenance and updates for 36 months, from 1 January 2027 to 31 December 2029. The system must support secure and, where needed, anonymous reporting, as well as the handling of reports and enquiries. Existing active reports must be migrated if required. The supplier must configure the instances, train users and provide user support. All 15 instances must be operational by 1 January 2027, or, if the contract is signed later, within 15 calendar days of signature. Training must include at least two two-hour sessions for each entity. Critical incidents must receive a response within 1 hour and service must be restored within 8 hours.
