Concession to manage the Aldaieta Senior Citizens’ Centre premises, bar-cafeteria and cleaning services in Legorreta

Summary

This service concession covers management of the Aldaieta senior citizens’ centre premises in Legorreta, operation of its bar-cafeteria and cleaning of the facilities. The concession runs for five years and may be extended in annual periods, but the total term including extensions may not exceed ten years. The operator receives revenue from the services and bears the commercial risk. It must pay the municipality an annual concession fee of at least EUR 8,276.40 including VAT, or EUR 689.70 per month; bids offering a lower fee will be rejected. Bidders may offer a higher fee. The operator must provide the staff needed to run the service, clean the facilities daily, maintain and keep the premises in good order, and comply with employment, social-security, occupational safety and health requirements. All staff directly involved in the bar service must hold a valid food-handler card or certificate. Staff dealing with the public must be able to serve in both official languages, and communications and information must follow the local language requirements. Gender equality must also be taken into account in performance of the contract. Bids must be submitted electronically within 26 days starting on the day after the contract notice is sent for publication, in three separate parts: administrative documents, a technical proposal, and a financial offer with automatically assessed criteria. The service plan and organisation are worth up to 40 points, price 20 points, and value-added products and services, gender equality, Basque-language proficiency and relevant experience up to 10 points each. The successful bidder must provide a performance guarantee equal to 5% of the annual contract amount excluding VAT within 10 working days after receiving the award notification.
