Boundary demarcation service for rural parcels in cadastral areas 3 and 4 of Urnieta

Summary

Urnieta Town Council is procuring a service to establish the boundaries of rural cadastral parcels in cadastral areas 3 and 4. The work covers 272 parcels: 70 parcels across 89.683 hectares in area 3 and 202 parcels across 207.008 hectares in area 4. The contractor must collect and organise cadastral and owner contact information, prepare bilingual notices and materials for owners, hold an owners’ meeting, and help neighbouring owners reach agreement on shared boundaries. Agreed boundaries must be established by GPS-based topographic surveying; the data must be processed into georeferenced plans using UTM ETRS89 coordinates, with final documents prepared for delivery. Deliverables include reports, plans and data files, boundary-marker photographs, GIS data, and bound booklets for owners. Bids will be assessed using formula-based criteria; the bid form provides for price, the number of GIS training hours offered to municipal staff, relevant information-security and occupational-safety management certificates, and work-life balance measures. To participate, a bidder must have the required legal and professional capacity, appropriate financial and technical standing, and no prohibition on contracting.
