Technical assistance to develop, validate and pilot the Barcelona Sustainable Regattas Guide

Summary

Fundació Barcelona Capital Nàutica is procuring technical assistance to develop, validate and pilot the Barcelona Sustainable Regattas Guide (BSRG), and prepare it for dissemination. The guide is intended to help sailing regatta organisers assess and improve the environmental, social and economic impact of their events. The contract has two lots: Lot 1 covers development of the methodology, assessment tools and guide content; Lot 2 covers independent validation of the methodology, sector consultation and testing at three real sailing events. Final graphic design and wider external communications are excluded. The contract runs for 7 months, provisionally from October 2026 to April 2027. The total value is €29,895 excluding VAT: €14,955 for Lot 1 and €14,940 for Lot 2, plus 21% VAT. Bidders may apply for one or both lots, but each lot will go to a different contractor and no bidder may be awarded more than one lot. Bids must be submitted electronically within 10 working days of publication of the contract notice. Award scoring is based on price (30%), additional experience on similar projects (50%) and a shorter delivery schedule for the main outputs (20%). Bidders must meet the financial and technical capacity requirements and submit the offer with the required responsible declarations and evidence for the award criteria. For Lot 2, the contractor must assign a technical lead with experience organising international sailing or nautical sports events, sustainability knowledge and at least 16 hours per month available for the contract. Deliverables are to be prepared primarily in Catalan; an English or bilingual version may be agreed where appropriate.
