Legal consultancy and advisory services in public procurement for SODECAN

Summary

SODECAN is procuring legal consultancy and advisory services in public procurement for an initial term of two years, with one possible one-year extension. The provider will advise SODECAN on public procurement and administrative law, help prepare and process procurement documents, and manage procurement matters from publication of the contract notice through contract signing. The work includes drafting procurement terms, providing legal support during tender procedures and procurement committee meetings, preparing evaluation reports and legal opinions, and responding to challenges. At least 52 in-person attendances per year are required at SODECAN’s offices in Santa Cruz de Tenerife or Las Palmas de Gran Canaria. The annual budget is EUR 22,500 excluding IGIC, or EUR 24,075 including 7% IGIC. The budget for the initial two-year term is EUR 48,150 including IGIC, and the estimated contract value including the possible extension is EUR 67,500 excluding IGIC. The contract is not divided into lots and will be awarded through an open procedure. Evaluation awards up to 45 points for a service-description memorandum of no more than 25 pages, 10 points for price, and up to 15 points each for public-procurement teaching or speaking experience, additional on-site availability and additional public-procurement qualifications. The service description must score at least 22.5 out of 45 for the offer to proceed to assessment of the other criteria. The bidder must have the required professional indemnity insurance, demonstrable experience in similar services, and at least one practising lawyer with 10 years’ professional experience and public-procurement expertise. No provisional tender guarantee is required; the successful bidder must provide a final guarantee equal to 5% of the contract price excluding IGIC.
