Home-help and family respite services in Lorquí

Summary

Lorquí City Council is seeking a provider for two integrated services in the municipality: home-help and family respite for eligible residents, and home help for people with recognised dependency. Staff will provide personal care and daily-living assistance, including hygiene, meals, mobility, companionship and accompaniment, as well as household cleaning, laundry, shopping, meal preparation and complementary psychosocial support. Specialist medical, nursing and rehabilitation services are excluded. The initial term runs from 1 November 2026 to 30 April 2027, with up to two six-month extensions. The estimated initial volume is 11,700 hours: 10,200 hours for people with dependency and 1,500 hours for the municipal service. The budget for the initial six months is EUR 241,605 including 4% VAT (EUR 232,312.50 before VAT); the estimated contract value, including both possible extensions, is EUR 696,937.50 excluding VAT. The stated hourly price is EUR 19.86 before VAT and EUR 20.65 including VAT. The municipal service is currently free to users; the provider must administer and collect any applicable user contributions for the dependency service. Bidders must submit a service-organisation plan, a price offer and the required procurement declaration. Offers are assessed on the organisation plan (up to 35 points), price (up to 20 points) and free additional annual service hours for the Council (up to 20 points: 4 points per 20 hours, capped at 100 additional hours per year). The provider must hold the relevant Murcia authorisation and registration, demonstrate the stated financial capacity and similar-contract experience, and provide a suitably qualified team. Services normally start within 4 days of an approved referral, or within 24 hours for a duly justified urgent case. The successful provider must take over eligible existing staff where legally required and provide a definitive guarantee of 5% of the award price excluding VAT.
