Supply of workwear, personal protective equipment and technical rescue equipment for the Ourense fire station
Summary
This procurement is divided into five lots for the first-response fire station of the Provincial Government of Ourense: (1) work-at-height rescue equipment, (2) nozzles, hoses and other intervention equipment, (3) workwear and general personal protective equipment, (4) specialist intervention protective equipment, and (5) battery-powered hydraulic vehicle-extrication equipment. Bidders may tender for all lots or only selected lots. The estimated total value is EUR 137,759.87 excluding VAT, or EUR 166,689.44 including VAT. The maximum excluding-VAT values are EUR 6,226.00, EUR 28,877.90, EUR 14,911.90, EUR 46,270.00 and EUR 41,474.07 for lots 1 to 5 respectively. Each lot requires a total-price offer; an offer above that lot’s ceiling will be rejected. Price is worth up to 90 points, a shorter delivery period up to 5 points (1.25 points for each 10-day reduction from the 85-calendar-day maximum), and each additional full year of warranty up to 5 points. Minimum warranties are two years for lots 1, 2, 4 and 5, and one year for lot 3. The supplier must provide new goods meeting the technical minimum requirements within 85 calendar days of contract signature, arrange sizing for clothing and protective equipment, and bear the costs of measuring, transport, unpacking, inspection and installation. The bid must identify each offered product by brand, model and reference and include a technical description and evidence of after-sales service. The contract includes official manufacturer warranties, spare-parts availability, technical support and at least six hours of staff training. Required product documentation includes PPE technical data sheets and, for intervention equipment, EU declarations of conformity, certificates for required standards, and Spanish-language operating and maintenance instructions. Bidders must have the necessary legal capacity and business authorisation, sufficient financial and technical capacity, and no applicable prohibition on public contracting. Turnover in the highest-turnover year among the last three completed financial years must be at least 1.5 times the estimated contract value; comparable supplies in the year of highest performance must total at least 70% of the estimated contract value.
