Emergency support service for older and vulnerable people in Ceuta

Summary

The procurement is for a round-the-clock emergency response service in Ceuta for people over 60, people with disabilities and reduced mobility, and people with serious or chronic illnesses. Assistance is provided at the scene, in streets or private homes, including falls, accidents, and cases involving people who are lost or disoriented. The service includes assessing the situation, advising people, referring them to suitable support, following up cases, and providing fall-prevention training and awareness activities. Following an alert from emergency number 112 or another emergency service, the team must respond within 30 minutes at most. The service must operate 24 hours a day, 365 days a year. The contractor must provide two appropriately qualified emergency medical technicians, a service coordinator, immediate cover for staff absences, a base in Ceuta, a suitable vehicle available around the clock, and the required medical and transfer equipment. The contract requires the transfer of the existing staff listed in its annex. The contract will run for 3 years, 2 months and 6 days from 26 October 2026, with no extension. The estimated contract value is EUR 478,299.53 excluding 4% IPSI; the total budget including tax is EUR 497,431.51. Bids will be scored on price (49 points), an annual staff training plan (35 points) and quarterly satisfaction surveys (16 points). To score for training, the plan must provide three courses of at least 20 hours each and specify their content and duration. To score for surveys, bidders must submit a sample survey and undertake to implement resulting service improvements at no additional cost. Bidders must demonstrate the required financial and technical capacity and comply with the economic and social conditions in the collective agreement applicable to the staff.
