Price is worth 49 points, qualitative technical criteria 31 points and objectively assessed criteria 20 points; bidders must obtain at least 25% of the available points for the qualitative technical criteria to proceed. Assessment includes the methodology, timetable, quality of the report and carbon-footprint calculations, improvement proposals, and the report's design and accessibility. Additional points are available for planned meetings with RTVE staff and the team's experience delivering similar work for large companies. Bids must be submitted electronically in Spanish. The successful bidder must provide a final guarantee equal to 5% of its offered price.
