Technical assistance to prepare and implement Melilla’s PIMA Adverse Events Plan

Summary

The contract is for technical assistance to prepare and implement the Autonomous City of Melilla’s PIMA Adverse Events Plan. The plan addresses heatwaves and fires in the urban–wildland interface and aims to improve community preparedness, prevention, self-protection and recovery. The work lasts six months and has three main components: developing a smart-city platform with an environmental module and dashboard; improving early-warning and public communications by integrating with the 112 emergency system, local police and existing systems, and by actively monitoring social media; and preparing a public communication and awareness plan. The work also includes platform interfaces and testing, real-time data transmission, monitoring, maintenance and user training. The contract is not divided into lots. The bid must include a detailed price breakdown and a work memorandum describing the schedule, organisation, team and technical resources, and the methodology for each of the three workstreams. Include a team chart, roles, allocation of effort and staff CVs, as well as operating instructions for the application and its database or metadata. The technical plan is scored out of 100: schedule 40%, personnel 30% and resources 30%. A minimum of 50 technical points is required to proceed to price evaluation. Price accounts for 70% of the total score and technical quality for 30%. The estimated contract value is €119,000 excluding IPSI; the budget including 4% IPSI is €123,760. Bids must not exceed the budget. A tender guarantee of €3,712.80 is required; the successful bidder must also provide a final guarantee of 5% of the contract award amount excluding IPSI. Participation requires meeting the financial and technical capacity criteria and providing the required evidence. The successful bidder must also hold professional indemnity insurance with €300,000 cover; the administrative specification states a different amount for an alternative professional-services insurance criterion, so the precise requirement should be checked in the official tender documents.
