Labour, tax, accounting and budget advisory and management services

Summary

The contract is for integrated accounting, tax, labour and budget advisory and management services for the Consortium of the Free Trade Zone of Santa Cruz de Tenerife. The work includes recording and reconciling accounting entries, preparing periodic reports and annual accounts, supporting the preparation of operating and capital budgets, monitoring budgets and the multiannual action programme, filing tax returns, processing payroll and Social Security matters, and assisting governing and oversight bodies. The contractor must also maintain evidence that documents were submitted, retained and can be traced. The ordinary annual scope covers up to 3,000 accounting entries and up to six employees, one annual accounts and budget cycle, and attendance at up to two plenary sessions and four Executive Committee meetings. The contract is not divided into lots. It runs for one year, with one possible one-year extension. The first-year budget is EUR 7,000 excluding tax, plus 7% IGIC of EUR 490, for a total of EUR 7,490. The estimated total value, including the possible extension but excluding IGIC, is EUR 14,000. Submit one electronic tender through the public procurement platform within 10 working days of publication of the contract notice; variants are not permitted. Price carries up to 80 points, and the coordinator’s additional documented experience advising or managing accounting, tax or labour matters for public-sector entities carries up to 20 points. Tenderers must submit the required responsible declaration and commit to providing the required personnel. Three qualified functions must be covered, although separate proof of financial or technical solvency is not required. During performance, the contractor must protect personal data and provide each assigned worker with four hours of annual training, including at least one hour on secure data handling.
