Upgrade of the NPL-TESA interferometer for measuring length gauge blocks
Summary
The contract covers the supply of equipment and services to upgrade the NPL-TESA interferometer so that length gauge blocks are measured using phase-shift analysis. The work includes designing the optical, mechanical and electronic upgrade; supplying and configuring a computer and measuring equipment; adapting and testing the software; installing the system at the Spanish Centre of Metrology; training staff; and validating the system by comparison measurements of up to six gauge blocks. The upgraded system must achieve an expanded uncertainty of U = [20 nm, 0.24 × 10⁻⁶ L] or better. Equipment includes, among other items, a precision thermometer, a five-channel four-wire scanner, pressure and humidity meters, a computer and monitor, and a 689 nm iodine-stabilised diode laser. The software must be written in Python and its source code must be delivered. The contract runs for 8 months from signature, with milestones due within 3 weeks, 6 months and 8 months. The maximum price is €273,460 including VAT, payable in three milestone instalments of 10%, 65% and 25%. The bidder must demonstrate relevant annual turnover of at least €339,000, similar supplies worth at least €191,422 over the last three years, and provide proof of exclusivity confirming that it is the only supplier capable of performing the contract. ISO 14001 certification is required, and subcontracting is prohibited. Price is the sole award criterion. The procedure is a negotiated procedure without prior publication.
