Occupational medicine and health surveillance services for Huesca City Council
Summary
The procurement is for occupational health and occupational medicine services for Huesca City Council employees for two years from 19 February 2027. The service covers collective and individual health surveillance, analysis of workplace health risks and selection of appropriate medical examination protocols, epidemiological monitoring, health promotion, employee information and guidance, medical examinations, fitness-for-work opinions, and an annual activity report. The contractor must also attend medical boards assessing the transfer of local police officers to second-duty roles. The estimated coverage is approximately 595 employees: around 450 general medical examinations, 145 examinations for police officers and firefighters, and 105 psychological assessments of police officers’ fitness to hold firearms. Up to 16 medical-board attendances may be required over the two-year term. Maximum unit prices are €49.97, €59.63 and €59.81 respectively; medical-board attendance may cost up to €120 per attendance. The maximum annual price for collective health surveillance is €1,785. The two-year contract budget is €81,464.94 including VAT. The actual quantity of individual services will depend on the Council’s needs. The provider must hold the required authorizations and have medical-examination facilities in Huesca, either owned or arranged under contract. The team must include an occupational medicine physician and an occupational health nurse, each with at least five years of equivalent experience. The bid must include the required signed responsible declaration and financial offer. Price accounts for 49 evaluation points and quality improvements for 51. Optional improvements may include annual flu vaccination, breast and prostate cancer screening, annual stool tests, at least 60 online training courses over the contract term, brief psychotherapy support, or two health units in Huesca. The contract may be extended twice, for one year each time.
