Design competition for the comprehensive renovation of the municipal building in La Yesa

Summary

The municipality of La Yesa is holding a single-stage, anonymous design competition to select an architectural proposal for the comprehensive renovation of its municipal building at 2 Avda. Reino de Aragón. The ground floor is to become a multipurpose hall designed for possible future conversion into a day centre for older people through reasonable additional works. The upper floors are to contain 3–5 municipal rental dwellings, each with at least two bedrooms, a living-dining room, a kitchen and a bathroom. The dwellings must have access independent of the hall. The design must address the building’s structure and defects, accessibility, energy efficiency, the rural heritage setting and the possibility of carrying out the works in phases. Proposals must be submitted electronically and anonymously within 90 calendar days from the day after publication of the contract notice. The technical submission must include a justified design, plans and drawings, a structural approach, explanations of accessibility and spatial arrangements, a cost estimate and a works schedule. The itemised estimated construction cost must not exceed EUR 2,200 per square metre of the resulting total built area; this is the works cost excluding general expenses, profit, professional fees and VAT. Administrative documents and the financial offer must be submitted separately. Proposals are scored out of 100 points: price accounts for up to 30 points, with the remaining points awarded for technical and architectural qualities. Offers with a price reduction exceeding 20% are not permitted. The winner will be awarded a services contract of up to EUR 70,000 excluding VAT for the basic and detailed design, construction supervision and, where required, site execution management and health and safety coordination. A EUR 5,000 prize excluding VAT is provided for the second-ranked proposal. The basic and detailed design must be submitted within 150 calendar days of contract signing, or 170 days if there is a second round. Participation requires a suitably qualified architect or responsible architect and professional liability insurance cover of at least EUR 70,000.
