Community Engagement and Youth Space Activation Programme in Leganés

Summary

The Municipality of Leganés is procuring a service to deliver a community engagement and youth-space activation programme. The work has two strands: encouraging young people, particularly those aged 14–18, to participate in up to 16 secondary schools; and community-based work in Leganés neighbourhoods, including La Fortuna, Arroyo Culebro, San Nicasio, Vereda de Estudiantes, Centro, Zarzaquemada, El Carrascal and Leganés Norte. The provider will organise programmes and activities that support young people’s initiatives, recreation and participation, work with schools and local organisations, and enable young people to help plan, deliver and evaluate activities. Services run each year from January to June and September to December, with no service in July or August. At least 18 weekend activities per year must be held across the neighbourhood programme, with at least three events per neighbourhood. The initial term is three years, with two possible one-year extensions, for a maximum total term of five years. The three-year budget ceiling is €409,392.15 including VAT; the estimated total contract value, including possible extensions, is €620,291.15 excluding VAT. The service requires at least four youth-work professionals and one contract coordinator. Tenderers must submit a 20–40-page project plan. Bids are assessed on price (up to 40 points), the project plan (up to 45 points) and additional improvements (up to 15 points). Improvements can earn points for annual activity materials, additional hours by specialist instructors and an annual activity video. Participation also requires meeting turnover and experience thresholds and taking account of background checks for staff working with minors, civil-liability insurance and employee-transfer obligations.
