Supply of a Flow Cytometer and Multimode Microplate Reader

Summary

The procurement covers the supply, delivery and installation of scientific equipment for the Biomedical Instrumentation Service at the University of Castilla-La Mancha’s Albacete campus, divided into two lots: Lot 1 is a flow cytometer and Lot 2 a multimode microplate reader. The cytometer must analyse at least 16 parameters simultaneously, provide at least 14 fluorescence channels and have at least three lasers at approximately 405, 488 and 635–640 nm. The microplate reader must support UV-visible absorbance, fluorescence, luminescence, fluorescence polarisation and time-resolved fluorescence; among other requirements, its absorbance range must be at least 230–900 nm and its fluorescence excitation and emission ranges 250–700 nm. The necessary computer and software must be supplied with each instrument. The cytometer software licence must be perpetual and updatable, and at least one perpetual licence must be provided for use of the plate reader. The equipment must be delivered and installed at the Faculty of Medicine on the Albacete campus within three months. The contract has two lots, and bidders may tender for either or both. The total estimated value excluding VAT is EUR 199,450.31. The VAT-inclusive budget ceiling is EUR 169,545.20 for Lot 1 and EUR 71,789.68 for Lot 2, giving a total of EUR 241,334.88. The procurement is co-financed at 85% by the European Regional Development Fund. Tenders are evaluated on price (45 points), warranty (15), technical characteristics (30) and quality aspects assessed by expert judgement (10). The minimum warranty is 36 months; additional warranty years are scored separately. Bidders must submit the required evidence of financial and technical capacity and a technical offer meeting the specifications. Tenders must be submitted electronically; the submission period is at least 15 calendar days from publication of the contract notice. No tender guarantee is required, but the successful bidder must provide a final guarantee of 5% of the tender price excluding VAT.
