Data Protection Officer service and support for managing Rascafría’s internal reporting channel

Summary

Rascafría City Council is seeking a Data Protection Officer service together with legal and operational support for managing its internal information system, also known as the whistleblowing channel. The provider will advise on data protection obligations, monitor the compliance of processing activities, support impact assessments and audits, help raise staff awareness, and assist with the legal advice, reports and monitoring needed to process incoming reports. The service will normally be delivered electronically, by telephone and through online meetings. The designated contact must be available on weekdays from 8:00 to 15:00, with in-person attendance if necessary. The bidder must appoint one individual with a university degree in Law and an accredited Data Protection Officer qualification or a properly evidenced equivalent. That person must personally perform the principal service functions. Offers are assessed on price (up to 40 points), the proposed individual’s relevant public-sector experience (up to 30 points), and that individual’s academic qualifications and completed training (up to 30 points). The tender documents contain inconsistent information about the term and value: they state a four-year term, annual extensions and a maximum duration of five years; the pricing section states an initial two-year period and a budget of EUR 24,000 excluding VAT. Subcontracting the principal service is prohibited, and before contract award the successful bidder must provide evidence of professional liability insurance with coverage of at least EUR 300,000.
