Quality control service for street markets in Alcalá de Henares

The procurement covers quality-control services at the outdoor street markets in Alcalá de Henares. The contractor will monitor traders' and vehicles' entry to and exit from market sites; check stall setup, location, dimensions and licences; inspect stall and site cleanliness; and record incidents. It must submit a weekly report with an Excel file and clean and maintain the public toilets at the Monday market, supplying soap, toilet paper and soap dispensers. Services are required at the Monday, Tuesday, Wednesday and Sunday markets. Staffing must include two inspectors on Mondays from 7:00 to 15:00 and one cleaner from 9:00 to 14:00, plus one inspector at each Tuesday, Wednesday and Sunday market from 7:00 to 15:00. The contractor must maintain cover and appoint a contract coordinator; inspection staff must have at least the grade of service assistant or equivalent. Existing staff must be taken over as required by employment law and the applicable collective agreement. The initial contract term is two years, with two possible one-year extensions. The annual budget ceiling is €37,270.72 including 21% VAT (€30,802.25 excluding VAT); the estimated total value including extensions is €123,209 excluding VAT. Bids are scored out of 100 points: price is worth up to 70 points and a technical service plan of no more than 50 pages up to 30 points. Bids must be submitted electronically and include the required qualification evidence and a description of the service organisation. No provisional guarantee is required; the successful bidder must provide a final guarantee equal to 5% of the final bid price excluding VAT.
