Design and construction management for the rehabilitation of two residential buildings in Valencia

Summary

The procurement is for design and construction-management services for the comprehensive rehabilitation of two residential buildings in central Valencia. It is divided into two lots: Lot 1 covers the building at C/ Sogueros 10 and Lot 2 the building at C/ Palomino 4. The aim is to create publicly owned homes for rental; the number and layout of the apartments will be determined in accordance with the contracting authority’s directions. The work includes inspecting the existing buildings; preparing building-condition and energy-efficiency documentation; surveying and producing a site topographic plan; structural and geotechnical studies; and an archaeological intervention project. The contractor must prepare the basic and execution designs, including the necessary building-services designs, health-and-safety study, construction and demolition waste plan, quality-control plan, and documents required for planning permission and the subsequent works procurement. The services also include construction supervision and management, oversight and legalisation of installations, health-and-safety coordination, quality control, monthly progress reports and works certificates, as well as final documentation, the building use and maintenance manual, and work during the construction warranty period and close-out. This is not a contract to carry out the building works themselves, but to design and supervise them. The design phase lasts four months from the day after contract signature. Initial surveys and investigations are due during the first month, the preliminary design within one month, the basic design within two months, and the execution design no later than four months; the execution design may be submitted only after approval of the basic design. The supervision phase lasts for the duration of the associated construction contract, including acceptance and close-out, and until the end of the construction warranty period. There are two lots. The budget including VAT is EUR 81,466.16 for Lot 1 and EUR 133,410.45 for Lot 2. The total tender budget is EUR 214,876.61 including VAT, and the estimated value is EUR 177,583.97 excluding VAT. Prices are not subject to revision during the contract. Bidders must provide a team with the required qualifications and at least three years’ experience in each specified role; the exact financial and technical solvency evidence requirements must be checked in the tender documents.
