Basic design services for designated housing in Balenciaga

Summary

The Getaria municipality is procuring basic design services for a designated-housing building planned to replace the Euskaltxeta building in the Balenciaga area. The work includes planning the demolition and replacement building as well as an independent municipal car park on two underground levels. The proposed building has two semi-basement levels, a ground floor and three upper floors; the site covers 527.88 m², with approximately 2,030 m² above ground and 920 m² below ground. The target is 20 homes, approximately 12–14 with one bedroom and 6–8 with two bedrooms. Quality takes precedence over the number of homes. The basic design must include the required reports and drawings, an approximate budget, a waste-management appendix and an energy performance certificate for the design stage, and must support an application for a building permit. It must comply with planning, accessibility and habitability requirements and follow sustainable construction principles. The aim is a nearly zero-energy building with an A energy rating for non-renewable primary energy consumption, CO2 emissions and heating demand. At least 40% by weight of the total construction must consist of by-products, secondary raw materials, recycled materials or materials prepared for reuse. At least four 3D visualisations must be delivered. The estimated contract value is €33,057.85 excluding VAT, and the budget is €40,000 including 21% VAT. The work is due within two months of contract signing, with no extension. Offers are evaluated on the technical proposal (45 points), price (45 points) and additional services (10 points); at least 22.5 points are required for the technical proposal. Bidders must demonstrate the required turnover, professional indemnity insurance, similar experience and a suitably qualified architect leading the project team, and submit compliant technical and price proposals.
