Guided Tours and Tourist Information Services in Elda

The procurement covers two tourism services for the city of Elda: guided tours for organised groups and visitor assistance at the Tourist Info Elda office on weekends and public holidays. Bidders may tender for either or both lots. Lot 1: up to 30 guided tours per year, each lasting approximately three hours at most. Tours are led by an appropriately qualified tourist guide and are conducted on foot, introducing Elda’s history, culture and attractions. They will normally be in Spanish, with occasional tours in English. Lot 2: Tourist Info Elda visitor service on Saturdays, Sundays and public holidays from 10:00 to 14:00, up to 500 hours per year. Duties include assisting visitors in person, by telephone and online; providing tourism information; keeping visitor statistics; and preparing promotional materials. Additional service may be required for the Moors and Christians festivities (8 hours), major local festivities (8 hours), other events designated by the tourism department (20 hours), and up to 10 annual public holidays that do not fall on weekends (40 hours in total). The initial term is two years, with two possible one-year extensions. The budget for the initial two-year term is €37,696.34 including VAT: €8,712 for Lot 1 and €28,984.34 for Lot 2. The annual budget is €18,848.17 including VAT. The estimated value over the maximum four-year term is €62,308 excluding VAT. Payment is monthly for services actually delivered. Bidders must demonstrate the required turnover and staff qualifications and language skills; guides for Lot 1 must hold the official tourist-guide authorisation. The tender must include prices and their annual breakdown, team details and CVs, evidence of academic and professional qualifications, and proof of professional liability insurance. Price scores up to 49 points and service quality up to 51 points. Quality scoring includes, among other things, the tour proposal, extra tours or hours, relevant staff training, and officially certified tourism-quality or ISO 9001 systems. The successful bidder must provide a final guarantee equal to 5% of the final offered price excluding VAT.
