Management of the municipal home-help service for people who are not dependent

Summary

The Municipality of Colmenar de Oreja is procuring the management and delivery of its municipal home-help service for people who are not dependent. The work includes managing the service and providing assistance in users’ homes through a coordinator and home-help workers; where legally required, the successful contractor must take over the current service provider’s employees. The estimated service coverage is at least 1,254 hours per year. The contract runs for two years, with a possible one-year extension. The budget for the initial 24 months is €48,304.60 including VAT; the estimated total contract value, including the possible extension and modifications, is €78,959.45. Payment is based on hours actually delivered, and the municipality does not guarantee that the full budget will be spent. Additional points are available for up to 40 free additional hours per year (up to 15 points) and for a telephone communications system, digital internal communications, a service-management platform, data analytics, and a digital tool for individual assessment and work planning (up to 6 points each). Bids must be submitted electronically within 15 calendar days of publication of the contract notice. Bidders must demonstrate the required turnover, professional liability insurance of at least €100,000 and relevant service experience, and submit the required declarations and evidence for any proposed systems.
