Cafeteria service concession at San Servando Youth Hostel in Toledo

Summary

The procurement is a concession to operate the cafeteria service at the San Servando Youth Hostel in Toledo. The concessionaire must run the cafeteria and food service, serve hostel staff, residents and other users, and bear the operational risk. The contract lasts two years from signature and may be extended by up to a further two years. Users pay for the service directly; the contracting authority makes no payment. Maximum prices are set in the tender documents. The cafeteria must operate for at least eight hours a day: between 08:00 and 20:00 during the ordinary period from January to May and September to December, and between 08:00 and 22:00 during the summer period from June to August. It must open no later than 10:00, provide meals from 13:30 to 16:00, and provide at least two evening service hours from 16:00 to 20:00 in the ordinary period and from 16:00 to 22:00 in summer. From 1 June to 1 September, the operator may, with the management’s written approval requested at least 15 days in advance, provide continuous service from 08:00 to 16:00 instead. A terrace is optional, cannot replace the required opening hours and must not operate after 00:30. No more than ten tables may be placed on the terrace. The bidder must provide enough staff, high-quality and hygienic service, and a daily choice of at least three set meals. Each meal must include a salad with at least four ingredients, a choice of meat, egg, fish or vegetables, dessert (including seasonal fruit), bread and a drink. The menu must be displayed to customers from 11:00, and meal service must be available at least from 13:00 to 16:00. The operator supplies food and any additional equipment, cleans and maintains the areas used, and bears the costs of staff, cleaning, insurance, supplies, taxes and other operating expenses. The contracting authority supplies water, heating and electricity. Offers are scored out of 100 points: a cultural and entertainment programme for young people and improvements to the cafeteria service each carry up to 15 points; reductions from the maximum prices for staff and other users carry up to 15 and 45 points respectively; and proven experience operating a cafeteria service carries up to 10 points, at one point per year. The contract is not divided into lots. Applications and subsequent offers must be submitted electronically under a restricted procedure; at least five qualifying candidates will be invited to submit offers.
