Maintenance, concierge and cleaning services and bar management at the Escatrón multipurpose centre

Summary

The tender covers concierge and access-control services, routine building maintenance and cleaning, and operation and management of the bar at Escatrón’s multipurpose centre at Calle Mayor 19. The combined contract includes opening and closing the building, monitoring entrances, rooms and keys, assisting with the organisation and use of spaces, checking that building systems function, carrying out minor maintenance, and cleaning all areas, including toilets, glass surfaces and furniture. Cleaning is also required after special events. Concierge hours are Monday to Friday, 13:30–21:00, and Saturday, 13:30–19:00; there is no concierge service on Sundays or public holidays, and the service is closed from 19:00 on Saturday until 13:30 on Monday. The bar’s minimum operating hours follow the same schedule, although the contractor may operate it during the concierge closure. The centre closes for one week in September. The concierge must also attend scheduled events outside the usual hours when required. The initial contract term is one year, with annual extensions possible up to a total maximum of four years. The annual ceiling is EUR 14,654.06 excluding VAT, or EUR 17,731.41 including 21% VAT; bids may not exceed this ceiling. The estimated total contract value, including possible extensions, is EUR 58,616.24. The contractor pays for the personnel and substitutes, cleaning materials and supplies, taxes, permits and insurance needed for the work; the municipality pays for the building’s water and electricity. The bar is operated at the contractor’s own risk, and its sales revenue belongs to the contractor, but no minimum sales are guaranteed. Bar prices must be notified to the municipality for approval and displayed to the public. Offers are scored automatically out of 100 points: price, up to 49; products suitable for health-related dietary needs, up to 4; card or other electronic payment facilities, 6; professional certificates, up to 9; direct bar, café or restaurant management experience, up to 16; and concierge, control or customer-service experience, up to 16. Bidders must demonstrate civil-liability insurance of at least EUR 20,000 and experience delivering similar services during the previous three years: the total value delivered in the year of greatest activity must be at least EUR 7,327.03. Bids must be submitted on paper to the Escatrón Town Hall General Registry within 15 calendar days from the day after publication of the contract notice.
